ISS Bot Notification Enhancements

Discord users are able to set their default latitude, longitude and minimum elevation using the '/iss user' command. When set, the '/iss pass' and '/iss passes'  commands will use the user's home location by default, rather than requiring latitude and longitude arguments.

User Default Home Location

A user can set a notification by sending the /iss notify to the ISS Bot via DM.  In order to set a notification, the user or server home location must be set by using the /iss user or /iss home command.

The ISS Pass Bot now has a 'satsearch' command to look up satellite numbers by name and an option to specify a satellite number in the 'pass' and 'passes' commands.
